Assobioplastiche calls for constructive dialogue on the role of compostable packaging

Following the conclusion of Ecomondo 2025, where the new European Packaging Regulation (PPWR) was one of the most discussed topics amongst sector operators, Assobioplastiche expresses appreciation for the proposal put forward by the Ministry of Environment and Energy Security (MASE).

The MASE proposal aims to introduce into the PPWR clear and structured recognition of the role of compostable packaging certified according to standard UNI EN 13432:2002, for applications where organic recovery constitutes the most appropriate environmental and management solution. The intention is to ensure coherence with the objectives of the Green Deal and the Circular Economy Action Plan, whilst valorising Italian experience in the bioeconomy and in the field of compostable bioplastics and encouraging a complementary approach between different recycling and recovery solutions.

An approach that recognises the specific contribution of compostable bioplastics to ecological transition and the reduction of non-recyclable waste.

The objective is correct and fully shareable – declares Luca Bianconi, president of Assobioplastiche –. However, it is necessary to carefully calibrate implementation methods and timelines, so that they are coherent with the productive and industrial reality of the country. We are ready for an open and constructive dialogue, to define a progressive and sustainable path that makes the transition effective for all actors involved.

Amongst the priorities indicated by Assobioplastiche:

  • Enable the use of compostable packaging compliant with standard EN 13432 for applications subject to the prohibitions of Annex V of the PPWR;
  • Proceed as soon as possible with TRIS notification to guarantee publication of the harmonised standard by 11th August 2026;
  • Recognise the compostability of the finished product as a whole, and not only of individual components.

The Association also hopes that accompanying measures can be envisaged to encourage the spread of compostable solutions amongst end users, supporting the adoption of sustainable alternatives without excessive burdens and promoting a balance between innovation, sustainability and effective application of regulations.

At Ecomondo the topic was extensively discussed amongst operators – concludes Bianconi –. Awareness of common objectives and the need for a gradual and realistic approach emerged, capable of preventing competition and able to translate the European vision into concrete results for the environment, businesses and the country system.
