Towards a Digital One-Stop Shop for Extended Producer Responsibility

In response to the growing complexity of Extended Producer Responsibility (EPR) across Europe, a group of European and national industry associations has welcomed the European Commission’s commitment to establishing a digital one-stop shop.

Announced in the Single Market Strategy, the initiative aims to simplify registration, reporting and payment procedures for businesses subject to various EPR schemes, such as those for packaging, batteries, electrical and electronic equipment and, soon, textiles.

Currently, companies operating across the EU may face up to 108 different compliance processes due to the fragmented regulatory landscape among Member States. This results in high administrative costs and hinders investment in sustainability and circularity strategies.

The proposed digital one-stop shop would provide a single access point for all necessary information, streamlining interactions between producers, Producer Responsibility Organisations (PROs), and national authorities. Through digital technologies and APIs, the system would also enhance control mechanisms and transparency.

The signatory associations are calling on the European Commission to include this measure in the upcoming Circular Economy Act, ensuring data harmonisation, common reporting criteria and support for the digitalisation of national EPR registries. The goal is to create a tool that makes the EPR system more efficient, supporting both business competitiveness and the EU’s environmental objectives.
